When I first used this was about to embarrass myself and complain about it not being sticky. So glad I read other reviews and actually read the product description! I cut the vinyl with a Silhouette Cameo and it cut perfectly. NO it's not sticky when you first take it off of the backing, but that's because it's made for installations for cars and large surfaces. Once you place the vinyl and then leave it alone for a few days it's stuck on there for good. I put it on a glass water bottle and after 3 days I tried pick at it to see if the stickiness was still as loose as when I first put it on. Nope, it was actually difficult for me to peel it up... meaning you need to let it cure before you say the vinyl isn't sticky. No it's not permanent and can be removed, but it will take some effort.
